Flash visual form builder

This tool is to be used to help customers explain their needs to our programmers. I have attached the interface design with all required form elements etc. The basic idea is for a user to go in and pull dropdown menu's, buttons, textfields etc into a custom configuration/layout on the screen which is then saved to an access database (ie, X and Y location of input field1, X and Y location of radio button2 etc etc.. ). I would also like the user to be able to add and save dropdown list information. So basically all it is a WYSIWYG sketchboard, where users can create and save different psuedo "pages" which visually describe what the real page will look like when they are programmed. If you look at the FLA/interface attached it will make sense.. I have a login page too, I'd like each users information to be associated with their login (maybe using an ID) I have also included an example of how the form elements should behave just to help clarify things.
