Existing Android App Needs Sign in and Push Notifications

I need an Android app. I already have a design for it, I just need it to be built. I currently have an android app that was built and have few modifications I'd like to make to it. The current application is basically a web view with quick links to web pages.
We will be changing the logo, website urls, etc on the one listed below.

Moving forward, we have a website built on PHP that allows users the ability to log into a backend site to see tickets, invoices, etc.
We want a user to be able to sign in from the app and it save so they won't have to login again but to require a code or fingerprint if they exit or leave the application.
When they sign in using an email and password that's authenticated again our system, we want the ability to send them individualized push notifications from our home grown portal using PHP.
We know PHP dev but aren't as familiar with Android so we want to make the two systems work.
Once the Android system is built, we will be commissioning the project for Apple as well. Hopefully the winning bidder has the capacity to do both but it'll be in a separate project.
The application and all code will be owned by me and must be presented prior to final payment.
We want the ability to send notifications to one user or ability to send to all users. Notifications may entail a link to a website such as a blog, account or ticket status, or an external website.
If the link is one that's internal, we like for it to open in the app that's being modified, not an external app like Chrome.
