Develop a simple Android launcher

The application will be installed as a launcher on a certain number of Android 6.0 Homtom HT16 phones and will allow the user to use just that app.
Application should be able to:
connect/disconnect wifi
enable/disable wifi thetering
set clock date/time
disable status bar and notifications
disable any user option to uninstall the app or change the default launcher
change standby timeout
shutdown the phone
open os standard settings (password protected)
lunch another app
update/install apps if signed with a give certificate (only me should be able to distribute apps that can be installed on those devices)
if possible hide some menus from Android settings (account menu for example)
this project is just a proof of concept for the real app, so the layout of this version is not important. you just have to implement described functionalities to proof that the idea work. as you successfully completed the project I will start to develop and maintain the real app with you for the next four years.
This test app should be completed in no more then two weeks.
