3 Way Link Building / Link Trading

Looking for somebody to do link building for our website.
Requirements for project:
We will start in increaments. The first round will be for 25 links, but our total goal is to trade a total of 1000 links.
A page rank 2 or better is preferred.
Links have to be owned by a 3rd party pointing to our website (I don't want a company who has 1000 websites and simply adds our link)
Links have to be obtained by trading the link manually.
We will not use our website to trade the links. You will trade the link with one of your websites, but point your traded link link to our website. These must be permanent (or as close to permanent as it can be).
The websites who you'll be trading with must be in English.
We would prefer the links to be from a finance and insurance related website.
We will NOT provide an email list.
Requirements for bidders:
Good communication.
Bid Format:
Cost per link and page rank cost (if any).
Cost for 25 links and price for future links. (our goal is to order 1000 links in a time span of 6 months).
Time frame of completion for the 25 links.
Other:
We are starting with a small 25 link project to grasp what kind of work the bidder will perform. If you perform a good job, we will do more work until we get to 1000.
