52322 Photoshop Airbrush of car

I have a picture of a car, that I would need 'airbrushed' in photoshop, so it is like a cartoon effect. I would need it in 300dpi, about 1000 pixels wide, and would require that I receive it in the original, layered, .psd file, with all layers still present. You would also need to create a stripe or tattoo graphic for the car, which would not be on the original picture. Here is a before and after sample of what I would need:
