Battery Charger Circuit Design

I am looking for someone to help design a battery-charging circuit for a specific application in which the output voltage and amperage can be controlled by a Single board computer(SBC) like raspberry pi.
Input would be from standard AC input 220-230V AC if it can be Universal Input that would be the best but minimal basic is 20-230V AC 50-60 hz and would prefer I/U controller type circuit
The following conditions are needed (No dependency between 1 and 2 meaning using SBC it should be possible to control 1 and 2 individually)
1) Control Output voltage range from 3.8 to 12 V
2) Ability to control Amperage range from 1.2 amp to 3.8 amp
3) Ability to do Trickle charging and fast charging (this can be controlled by PWM(Pulse Width Modulation) or any similar mechanism from SBC and may not need any specific switch, which means the ability to control voltage and amperage can probably be used for this)
4) Should be in a solid state and not generate any magnetic flux or as low as possible
The successful candidate must have strong experience in designing circuits for various applications, along with excellent problem-solving skills and the ability to work independently.
