Fix login page redirect on Drupal 9

I used to be able to log in at /user/login but now that page redirects to the front page and users see a place to log in. Also I cannot view my front page while logged in. This is not an htcaccess issue.

I do not want login information on the front page. I want to be able to access and log in at /user/login. And I want to be able to access my front page while logged in.

I would like to find someone to help on an as needed basis.
