Develop Woocommerce Plugin from scratch to capture Abandoned Carts in table and make it available via REST API -- 2

We need an Woocommerce Plugin expert who can develop a plugin with some settings and implement webhooks when order is created/edited/shipped/etc.. We also want to open an REST API from Woocommerce Platform so that abandoned carts can be fetched from Woocommerce server. Background: 1. Our customer is running an Woocommerce Store. 2. We are third party company who provides Abandoned cart recovery mechanisms via Phone call. 3. From Our server, we want to make an REST API call to Woocommerce server and fetch all abandoned carts for specified time interval. 4. Release plugin to Wordpress plugin marketplace. It seems there is no REST API defined to fetch abandoned carts using below official REST API of Woocommerce: [login to view URL] Find a way to query all abandoned carts using REST API. 1. SETTINGS PAGE: Hello24 plugin should be listed under Woocommerce in Admin 2. REST API: a. Whenever customer adds product to cart, the live carts data should be captured in abandoned cart table and the cart should be tracked for any new product addition, placing an order, etc and status of the cart should be changed accordingly. b. Add an REST API to Woocommerce backend (Should be protected by Consume key and secret) to query the abandoned cart tables and get all carts created between two time intervals specified in ISO date time format and status of the cart. Cart status: a. live --- Whenever customer adds a product to cart, we should start tracking of cart and mark it as live. And if the cart gets converted into order, we can remove this entry from DB table. But if the cart did not get converted within cut-off time (let’s say 15 minutes), then status of the cart should be marked as “abandoned”. b. abandoned --- If the cart is not converted to order after cut-off time specified in Settings UI, it will be marked as abandoned. c. Recovered --- If the cart is converted into order later time, it should be marked as recovered. 3. Implement REST API to query products including variants 4. Implement REST API to query orders based on Phone number on Billing address of orders.
