You're right about WordPress being not so great when it comes to highly customized forms or user interfaces. For those cases, that is when a developer comes in as there are things that can't be achieved via the WordPress admin backend alone. You can rely on my WordPress (vis-a-vis PHP), CSS , JS & HTML skills to carry put this non-trivial form work for you. Please note that the step form in source link you provided relies on backend services which can't be copied from the browser. So there is a limit to how much you can copy off that site. More importantly, I believe you actually want to mimic that form's functionality, not to copy it outright. Thank you for reading this far.
