build web site and android tv app which cache the site

i need to build web app which will be a dashboard , with simple login (can be any ready made solution like auth0) the dashboard will have simple list of devices connected and offline after clicking some device a mock up screen will be shown with ability to change banners . total 7 banners . [login to view URL] like this after clicking the banner , i will have the ability to put banners and schedule expiry date , and queue future banners . the banners are all web standard banners , video (gif or mov or MP4) or picture . logo left top ad massages right with different user to access the massages . mp3 file as background music (the videos are without sound). the ability to set global time and checkbox to blank the screen of some screens the time is set through the admin panel start and end time(start +1 day and setting only the exact time) and repeated every week. the android tv app will be installer with admin privileges (so cannot be uninstalled) will be run at startup , and will need password to exit . the app will only fetch the corresponding page with banners (the one the dashboard created ) as fully offline page and send keep-alive signal every 60 seconds to the main server . if no keep alive for more than 180 seconds from app put the device as offline. no any preference on technology as long as it works
