Build an app + website for a Discount Card

We have a discount card that offers customers discounts in certain outlets and shops (in-store) the APP and website should offer 3 account types (customer, shop manager, Admin) each will view certain info and have certain permissions. - Customer will be able to sign up, edit info, view his recent purchases and discounts. (initial sign up will be made with a valid Card Number or ID which will then be tied to his account) - shop manager should be able to record (manually add) a purchase made using a discount card - scan the card or enter it's number manually , also view simple reports of monthly purchases. - Admin should be able to view all info regarding users, shops & be able to edit everything. we will also need a guide to control everything from the backend, add new card codes, add new outlets, edit customers. We are thinking android app, but we are interested in looking at iOS and how much would that cost. The app should work with tablets aswell.
