after effects - clear gel and sand effects on 2 short already existing videos

I need two things please. 1) A smear of clear gel on top of an existing video. The effect needs to be something like a combination of the two uploaded image files, so a slightly raised look that makes it look as if gel is actually on the monitor screen. It needs to be applied to the whole screen, smeared in parts, and showing all of what is underneath - so a transparent clear gel look - and with some very slowly movement of the gel. It sits on top of an existing video file and needs to be transparent. The existing video is 28 seconds long and the effect needs to last for the duration of the video and loop seamlessly. 2) A transition loop from the end of an existing video that consists of sand covering the screen and then drifting off to reveal the video again. The sand needs to match the colour of the sand in the existing video. Approx 6-10 seconds duration.
