Additional naming software

I am a 72 year old pensioner from New Zealand Many people as they get older look through old photo albums and we use to know WHO THE PEOPLE WERE in them - but over time our memories fade. When you look at an old photo of say - a group of persons - say an old schoolboy Football Team – I cannot remember ALL their names. I have been searching for some software, where I could create a website and upload that football team photo as well as many other old photos. Persons could then look at the photos and they could put a name to the face of their Father or Uncle or Grandfather who was in the team photo. But to do that the software I have been looking for needs to be able to create a name grid to place under the photo on the website. EXAMPLE: Imagine looking at a photo of that football team which on the top row has five players - then below them 7 players and below them seated another 6 players. The software needs to be able to create the appropriate number of name boxes in relation to the rows: ROW 1 ( bottom ) needs 6 boxes for names to be added. ROW 2 ( middle ) needs 7 boxes created for names to be added. ROW 3 ( top ) needs 5 boxes created for names to be added. People who become members of the website can add the names of who the person is and can also upload their old photos for other members to look at - in the hope that a member of the site may know who the person in their uploaded photo might be. By the way the software would need to be "CONTROLLED" so that if stupid idiots join and begin placing stupid rude names into the name grids - they are removed and banned. Maybe the name goes live once checked by the Moderator or owner of the site? To date I have no such luck in finding such a software product.. Of course my website would focus around my family in New Zealand and some old Family Ancestry Photos from Ireland and Scotland. This of course opens up the opportunity for others from MANY OTHER COUNTRIES YOU COULD CHARGE to create their own website using the same software for their families country (s) of origin. In my search for the software I found many "GROUP PHOTOGRAPHY" sites - eg: Sport team photographers, School photographers etc.- but no type additonal name software thingy like I describe? Do you know of any such software ? Or have an idea of such software could be created??
