Your task will have to: 1) Detect the amount of blurriness: There are two approaches to do so (using the variance of the Laplacian beyond a pre-defined threshold, or use Canny Edge detection to detect the edge contrast). 2) Detect watermark: A watermark has the character of having a similar average on the watermark (unlike bigger gradient deltas at the other locations). So find where the gradient is small enough (using a median convolution) I believe we can have it in either C#/C/C++/Python in 5 days.
