Write a detailed needs assessment project for a medical center

I am working on a needs assessment project for my father's medical center as part of multiple improvement projects that we are currently undergoing. We have identified multiple issues at the medical center which could make the center lose its customers and profit. I need to work with someone who has excellent writing skills to write this assessment in details. I will be guiding the writer on what portions should go in the needs assessment final report that will be presented to the stakeholders and will be providing all the data needed for this project. First is first, the project starts with a Needs Assessment Proposal then will work on the project after it gets approved by the stakeholders.
