Wordpress theme modification OR new system (Senior)

Not a single cent will be released until I see that freelancer is 100% capable of doing this job and WHOLE job is DONE. If you don't like this, please do not bid. (You can modify wordpress theme or create a whole new system not related to WP. It's up to you what is easier for you.) I have purchased freelancer engine (wordpress theme). Link of demo: [login to view URL] Same demo is installed on my server. However, I need core modification of the engine: ==1ST PART== At this moment there are two types of registration. Freelancer and Employer - I need to have only 1 registration and 3 role of users: a. In Verification (waiting approval from admin) - default user group b. Test Member (approved by admin and and will receive all notifications, can see the jobs, but not able to accept or post a job) c. Official Member (approved by admin, after 39 EUR payment [this option must be implemented in 1st part] receive all notifications and is able to accept or post a job) Modified Registration form should contain following fields: a. Name b. Last Name c. Company Name d. Street e. Post Number (this is very important because based on post number user will be able to post/accept jobs in same region) f. City g. Email h. Password i. Confirmed Password j. Phone Number k. Upload ID l. Upload company registration document ==2ND PART== a. Every registered user should have unique ID! b. Accepting job shall cost 3.5 EUR and posting job shall cost 1 EUR. c. Every user can accept or post jobs in 1 area (his postal code group) and 1 category only (depending on post number). For each additional area or category he has to pay 10 EUR credit one time fee. d. When project is posted, visible information is: Category, Postal Code and City, NOT visible information is: Full Address and description. After job is accepted and finished, person who posted a job must approve it as finished and then money will be released. f. After a job is finished the guy who accepted the job need to enter the amount he charged the customer, freelancer will get 40% of the money and the employer will get 40% of the money. f.e 200€ 40% --> can be kept 40% --> goes to client 20% --> to platform ==3RD PART== Every user will get email notifications (this is already implemented) We want to enable SMS notifications as well as Whatsapp notifications.
