Wordpress comments not ordering by newest on top if there is a pagination

The issue is the wordpress comments does not seem to be order by newest on top, My wordpress general->discussion setting is already at Break comments into pages with 3 top level comments per page and the first page displayed by default Comments should be displayed with the newer comments at the top of each page I have comments from august 9- august 21, however, the august 21 is at the 3rd page when it should be the page. It only seems to order the newest at top BY PAGE and not BY ALL REVIEWS
