Simple Directory website (with android app if possible.)

I need a simple directory site. The site must contain: 1. google adsense (simple) and some boxes for personal ads that can be changed by admin. 2. A simple search area for users to find what they are searching for. (no logging in necessary, no registration) 3. A link to a form so that business owners can list themselves or make changes to their existing listing. (all fields in the form must not be mandatory but the most important should be. (no logging in necessary, no registration for companies listing themselves) 4. An admin panel where listings and changes can be approved. I recently gave this to Syed R. from India, through this [login to view URL] but he failed to deliver. Taking months and giving tons of excuses. I lost my money. He was very hurrying for my money. He asked me to pay him outside of [login to view URL] in exchange for a discount. The site was poorly done and useless plus the admin access page doesn't work. He refused to give me back my money. One year has passed and he robbed me for 3 websites that were never completed, two of which I never recieved. I hed given the scripts for the site "his developer" created, i dont know if that will be of use to anyone who want to build the site.
