PHP script needed

In need of small script, A Login page, front-end, and back-end. The front-end has 2 navigation links, "STATUS" and "REWRITE". In the "REWRITE" page, a text field and textarea is available with submit button. The textfield will get the "Project Name". When the member pasted some texts in it and clicked "submit", a message will display "Your request ("Project Name") is now on queue, it will be processed on or before 11:00 PM server time today." This request will then be shown as "on queue" in the "STATUS" page of the front-end until it has been processed by an admin in the back-end. Basically, the "STATUS" page just shows all the status of all the requests made, a table-like list which shows "project name", "date of requests", "number of words", and "status". Each request is clickable and when clicked, a page will show the details showing "Project Name", the input in the text area, and the "Processed Texts". The "Processed Texts" will be filled automatically if it's status is "COMPLETED" - meaning it was already processed in the backend by an admin. If the request is still "on queue", the processed text field is blank. The back-end part which is managed by an admin, must have navigation links for membership control - ability to add usernames and passwords that can access the front-end and set admin rights. It should also have navigation to process "queued" requests made by the members. Just like in the front-end, same table-like list is available with fields "member", "project name", "date of request", "number of words", and "status". each requests should be clickable and a window will appear if clicked showing the request details. In this window, the "PROCESSED TEXT" field will be filled by an admin and will be submitted. Then at that time, the status of the request will be shown as "COMPLETED" both in front-end and back-end. Also it is important to note that a server time must be displayed in the center-top and must be GMT+8. This is a small project, please bid $30.
