OpenCart Product Tax Calculation Issue

Hello. Once product options are selected, our site ([login to view URL]) is currently calculating the product tax on the individual product page.
Take this product, for example: [login to view URL] .
I would like for the tax to only show in the cart or preferably ONLY during the checkout process. Furthermore, the tax we have in place (GA Sales Tax) is only for orders being shipped to Georgia. It still shows, however, for all purchases until a shipping address is specified during the checkout process. Only then does the tax amount go away for residents outside of Georgia.
Summarized, I need for the tax not to show at all on the product page. Customers should be able to add an item to the cart, and only see tax in the checkout process once a qualifying shipping address is selected.
