1. User authentication This is simple web service call that will return some data. Based on this value process will either move on or terminate. 2. Customized page Our design page will be displayed to user. We will take user data from this page. We can change its design, add or remove elements into the page. 3. OTP authentication Authenticate user using OTP. If authenticated successfully then allow access otherwise redirect to another page. Without authentication user wont be able to load even whatsapp messages. 4. Server storage All the data will be stored on live web server. Server side programming will be taken care from our side. 5. Simple deployment We need everything to be bundled so that every deployment should not take more than 30 minutes. We will provide webservice and OTP part.

I can make you what you need, i can set up a local webserver that will use your online server for the storage and otp auth, and seteverything up provide you with the source code and also a custom image, you will be able to simply burn this image into the pi's sd card and good to go(so setting up each raspberry pi will take about 10 minutes most of it will be spend copying the data to the sd card). feel free to check my profile for past work and reviews.

I have experience with captive portal using splashdog and another captive portal tool that link to webserver. I don't know OTP stand for but i think can help you.
