Fee Management System for a School.

Hi, we want to have a fee management system for a small school. The following are brief requirements: 1. The system must be developed using php/mysql. 2. The developer has the option to build a new system or to customize an open source system. 3. The system is multi user (Super admin with full control like adding new admins. normal admins should only be able to do basic functions) 4. In general, The system should have the following functions: 4.1 Paying fees for students ( CASH only - Online payment is NOT required ) 4.2 Printing and editing receipts / bills / invoices . 4.3 Calculating different types of fees according to class levels .(at the end of the years we should be able to upgrade student. Student payment ref should be unique student number which does not change for the entire life of the student at the school) 4.4 Allowing discounts and installments (and ability to add penalty fee for late payment.) 4.5 Showing lists for students who paid and students who did not pay 4.6 Showing reports about paying / total paid / total unpaid / ... 4.7 Some RTL changes are required ( RTL is Right-To-Left ) ( e.g. dir = rtl ). 4.8 ( optional ) using SMS Gateway ( API ) to send sms BUT RECOMMENDED. 4.9 The developer can add more features if he wants . - More detailed requirements will be provided if you are interested. - The budget is limited so please bid on a reasonable price . we will host the app on own own existing domain once project is finished.
