Easy clean GUI Windows to handle serial port income data. Gauge meter and graph display

Hiii Freelancers, I need development on simple GUI for Windows 7 and 10. First requirement the app must by "portable" type. Non installation required, just open .exe and works out of tha box just selecting COM port available. Data income from serial is similar to "sensor#003 0800 0110 -53" received each second. sensor#003 is sensor ID , 0800 is analog value 800mV 0110 are inputs on/off state and -53 is signal -53dBm This data will be shown on clean GUI interface. Also use some nice visual modern appearance , with easy to read and strong colors to get a good visual output. Analog value will be shown on a gauge meter 0 to 100% (0-1000mV range input) Also need to show this values on easy to read graph with defined time range. Add some extra field to monitor income signal dBm of sensor. Inputs are optional so have option to display or not. Data income flow is dynamic, so can receive sensor#003 , but can receive data from other ID sensors, so if detected new sensor ID on serial income stream, must add automatically new sensor data on new gauge and graph. This project has various stages, so if you have good performance on this first task, you will get next tasks on this development adding new functions to this code. You can choose your favorite language programming as long as it just works on a efficient way. And always think Scalability on your base code. Future proof! FUTURE TASKS: logging data, output data file , other extra configurations ,options and optimizations, remote IP data sending (TCP or UDP). Also possibility to change visual theme, and making it compatible ready to use on linux. Show me your idea illustrative of this GUI on picture. Two weeks to reach working and bugs safe. But we can discuss time checkpoints.
