develop a program for point of sale, creating invoices and time keeping

I need a software engineer to develop a software for me that is hosted on a server that is always backed up. I need to develop a program that my employees at 3 different centers can enter the hours they worked and the customers they have served, where all they have to do is go to a website, enter their details and the program will be running. -I would need this program to also send invoices to customers who havnt paid yet. -Each of my three centers will have their own "database" that they cannot access another centre. -When each employee goes on the computer, it will ask them for the password, which will be logged for the session. -I do not have a server to host this on, so you would need to put it on a server where we can run this from, and give me an price to how much it will cost to host this on a monthly basis, including customer support -So i need to know how much this will cost to make. and what will be the monthly hosting and customer support fee. Breif overview of the business so you have an idea of the scale: -We are a tutoring centre, we teach kids in primary and high school -We are located at 3 different locations -have about 30-40 staff -have about 200-400 customers There are a few other small things that I would need done as well that I will discuss with the successfull freelancer based on the above criteria.
