Custom Key Request Wordpress Plugin

Wordpress Plugin, Hello, I am part of a PR company and we are looking to have a wordpress plugin built that we can have users sign into their account and then they can request keys from a pool of keys for different games that we have and then we can either approve or deny the request. More Explained Version- The keys would be for a steam game and the customer would need to be able to request different keys for different games. And on the back-end we would need to be able to approve the keys or reject the key with a reason why and it would need to display that to the user. Along with that the back-end will need to be able to remove keys from the pool that are used/issued. We do have a plugin called ultimatemember and that deals with our customers accounts. Woocommerce is our payment gateway at this time. Id be interested in talking to you to see if this is a plugin you'd be willing to write and how much in time and capital it would take.
