Creating an Notification Warning System

I need a someone to create a a very small and simple software but the concept is some how complicated to understand. I need a Notification Warning System. The software is will be used for Travel Agency Services. [Removed by Freelancer.com Admin - please see Section 13 of our Terms and Conditions] How the software needs to work? 1. the software needs to be linked to Iranian Government Visa Application Website. 2. the visa application process is always open for applicants to apply but after completing the request process the website will provide the applicant a link that needs to be verified but there is an exact time that the applicant can't verify his link and take his appointment letter from the website, and here the software is supposed to track the website that when it provide verification services, and also supposed to give us a warning, or a notification so we can easily know and submit our applications on that exact time.
