Create a specilised classifieds website

I am after a simple classifieds site. Requirements/specifications: - Members only. Anyone can browse, but to contact a seller you must join up - Membership will either be monthly, 3 monthly, 6 monthly, or yearly - 3 levels of membership (to be paid as per previous dot point) - Level A will allow x amount of contacts per day - Level B will allow more than Level A per day etc.. - Limits to the amount of ads a member can post will be determined by the membership level - Members will be able to 'like' a posted ad and the seller will receive a notification of this through the website chat. - The amount of 'likes' a member can give per day will depend on their membership level - All contact between sellers and buyers must be through the website. No email addresses or phone numbers will be shown. When talking privately through the website chat, these details can be given out. - External/separate entities will be able to purchase ad spaces on the website for a weekly/monthly fee. They will have to upload an image and a url and select the pricing plan. Paid ads will rotate on each page refresh. The more they pay, the more the ad will be shown on the page. - Back end portal required to manage: membership levels and pricing, users (edit, delete, ban), moderate classifieds, paid ads and how many clicks it has had, change categories, payments, future payments - WYSIWYG editor would be nice for the classifieds - Ability to search for ads within an area/postcode. This will link with Google Maps for validation when posting an ad. Search by user, categories, and specific keywords - Admin email notifications (with on/off toggle): membership plan paid for - User email notifications (toggle on/off): account created/membership paid, membership renewal due, membership expired, successfully posted ad, someone 'liked' or replied to an ad - Ability to send an email to all current users, expired users, and both current and expired - Each user should have a profile (once again, no personal information will be available) including pictures, about me, and user comments/rating - A ratings system for posted ads and users - Stripe or PayPal compatible - No need for integration with MailChimp or similar - Website based in Australia, please use Australian English as the default language. Language will be able to be changed through a menu (the language translator is optional). Site design can be discussed, however, I am after a minimalist design.
