Create a Joomla component for user mangment

I need someone to Build a Joomla component to do the following 1- Once a new user register, the component shall create 3 PDF files with a custom content. (The 3 PDF will be a contract to be signed by the client, where 95% of it is pre-made while the name and ID number , age shall be auto filled from the data user entered during registration). 2- Admin shall receive an email notifying me that new user registered. 3- Give him a unique customer number (Start with more than 1000) however I can edit from the backend to any un-used number. 4- Once the user confirm his email, the 3 pdf files shall be automatically sent to his mail. 5- Each Customer shall have a page called "Log-Book", where the number of specific tasks is monitored and entered only by admin. The log-book page is simple and shall include Name, ID Number, Date of Birth, customer number, and License type. Then a table with 4 columns “Task Number, Type, Instructor, Comments”. and I can add a column easily in future.
