Create a custom Wordpress theme and a Twilio/call-in/SMS application

I want a new travel-style (image-rich) theme for this site: [login to view URL] This site will sell forecast information for the Haleakala Sunrise, which is a popular Maui, Hawaii, tourist attraction. People will purchase licenses to the forecasts (available at 5pm the previous afternoon). People will be able to purchase 2-week-long and 6-month-long licenses to the forecast information. They will then be able to access that information in three ways: 1) by logging into the site using their email address and order number, 2) by receiving text messages (at 5pm) with the following morning's forecast information, or 3) call into a Twilio service in order to hear the forecast spoken to them by the computer. The last two options will use the mobile telephone number the customer enters during the checkout process. The design should be loosely based on the attached previous design header image. The sun rays can be used as a background/footer for the site, and the map image and words should be recreated from scratch. (It doesn't have to be exactly the same, but should have something of the same feeling to it.) A description of the project requirements is attached as a PDF. The content creation requirements are easy and simple: just create the pages and menu items, copy some text and images from elsewhere on the Internet and make the pages look nice. I'll edit the text so it's custom, and add many more pages based on those pages. Please create different templates/styles/layouts for each of those pages, so that the site has some variation depending on: 1) how many images there are on a specific page, 2) whether there are bullet lists on specific pages, and 3) etc - just different layouts depending on different styles of content. I can work this out with you if you can't come up with different layouts on your own. The SMS/call features will be implemented using Twilio (or something similar). I can provide some old code you can use an examples, which provided similar features, but you'll have to rework that code in order for it to work with the custom post type in Wordpress, reading information from the wordpress database in order to determine if someone has a current license, whether they should receive a text or whether a call that comes into twilio should be told the forecast or not. The code I will provide should not be expected to help much. Please expect to code these features from scratch. I can provide it, though, in case it's helpful. Customers will also be able to log in, in order to view the forecasts on the web, if they do not have a mobile phone, or if they are not able to receive texts. The idea is to build out the site with many pages of content having to do with Maui tourism, so the site should be image-rich and nice-looking. I want this to be complete within three weeks.
