build a website (knowledge of livechats, php and such is going to be crucial)

I want to build a chat with the following features. - when looking at chat its a live chat so you can see what other people are saying in real time. -On the side of the chat you have buttons which when pressed allow the user to post as a character. ( 2 characters for a regular user, 5 for a pro user 20 for a VIP user - using paid subscriptions pro wordpress plugin) - there is a list of places a user can enter and chat like rooms where only the posts entered in that room can be seen. -when a user chats in the chat they can tag other characters using @'charactername' or #'charactername' -a user can tag a post under an arc tag #arc'name of arc' there are pages available for a user to create a character ( includeing uploading pictures) which then would go to the buttons on the side of chat. there is a page for arcs where there is a thread for each arc and any posts in chronological order would be posted there with the tags for characters. there is a page for places ... the rooms where people can talk with all the chat messages that have taken place in chronological order within that place. and the option to add information regarding the place. there is a page for every character that has been created with every post they have been tagged in as well as there own. there is a page for admins to create places and have them added to the chat as channels. This needs to be flawless.
