Disclaimer – I’m not new to freelancer.com. I state this for one simple reason: please do not bid on this project BEFORE you read what all is required. just had this project posted 11 months ago and the freelancer could NOT and did NOT have the ability to finish the project - I lost MONEY!!!
I cannot account for how many times that a freelancer either 1. Doesn’t have the ability to complete the project or does realize how much time it will take to get through the project or 2. Bids and then ask for more money.
PLEASE read (THE ATTACHED [login to view URL] 9-22-2016 - it 4 pages long), review and understand the TIME and what it will take to complete this project. IT TOOK ME OVER AN HOUR TO TYPE AND COMPILE ALL THIS INFORMATION!!! - ATTACHED, you will have all screenshots, old (current) code, and full project details.
In your bid, please indicate the following:
1. Cost
2. Coding language that you plan to use
3. TIme to complete the project
4. Payment details (pay at the end and etc.)
SUMMARY OF PROJECT:
- We have a current Student MGMT system that you can use as a reference ONLY. Briefly, this system enrolls, records (transactions) and manages our students. Users are able to see their current balance, calendar, any news and even make a payment to the account. The code has bugs and quirks in it - so if you just copy the code, I will know - this is what the last freelancer did and all the current errors with the system was in the system that he created too!!!
- This stated, I want to build everything from scratch AND for it to work with a NEW mobile app (we have a current app that you can use for reference only).

I reviewed the document attached to the project and I have few questions:
1. For sending SMS I believe you should use TWILIO API instead of depending on any free @[login to view URL] URL which you cannot bet on.
2. PHP and MYSQL are the coding languages that I plan to use for the web app and for mobile app Objective-C
3. For emailing how about using Mailgun API?

Sorry but I got only 3 page in PDF. Is the 4th one missing? I am agreeing that you put a good effort to built this attachment. My honest opinion, I checked but not get time to be checked it thoroughly. But I am interested to discuss and figure it out properly before start work with you.
A summery of my understanding:
User account includes: a)online account b)python mail c)news and downloads d)event calendar.
- “Admin” , “Sub Admin” and the “Students ” are three type of users for this site.
- Admin job:
1) send notification to user app. 2) Can email and bill to the uses.
- when a user sign up -> request goes to admin -> Admin can edit and approve or reject the request. A computer generated username and password is sent to the user.
Few queries which need to clear:
-"Users are able to see their current balance, Calendar, any news and even make a payment to the account." do you want to implement the same payment system in your site for the users or want to implement a new one?
- groupme message integration: I am assuming that you are talking about groupme api, am I in same page with you?
- event calendar, reminder popup in app: Is this need to happen in real time? I mean the notification system need to enable or not?
- How much bigger files do you want to upload?
- Sms can be done with groupme API and phone notification will be sent with a API service and password recovery is one of the functionality we will do for the site.

I have reviewed your cheer leader website ( United Cheer Leading ) and web app go through. Detail doc and description as well. I am unable to install the source file due to some unknown reason.
I understand you have a website where there are users / students and managing students and their records, results etc. I understand the system is for internal management of students and admin. Admin can send emails, payment request to all the students.
I have read points to work on are as follow :
- Replicate the whole system as it is.
- Payment ( transation system - I suggest to integrate quick books here, please review and let me know if any questions ).
- For communication I would suggest to add - quick blox chat feature, it provides real time chat with push notification and between groups / individuals.
- We can integrate custom calendar in app and we can sync calendar events from native calendars to app.
- Backing up all records in excel can be done.
- We will need to create APIs for web to mobile apps.
- News of the school and download docs can be integrated.
We prefer to develop this app in - PHP MVC framework like : Codeigniter / Laravel or core PHP with REST APIs for mobile app, timeline : 85 days and cost $8900

1) cost of webservice is cca 3000$ as stated 2550 (450$ fee to freelancer)
2) nodejs/php as coding language, frontend modern bootstrap with angular (seen images)
3)time of 20 days
4) payment at very end of project (fee will be locked to freelancer, and released upon giving you the project)
5)i do not know how to fix the apps, but i can make push notification systems for apple and android (you will have to find someone to utilise my push system on your apps)
