Build me a android app

Hello, I thing all the photo uploaded by end user those images is showing in admin side with printing designs if user order with photo then we need to connect our mobile application with website data base so that uploaded photos will show at admin side. for that we need API and application we can manage with local data base also so that user can order photo printing in offline mode also we will sync the order with database when user will be in network and we will show the notification to connect to network user after some fixed time if he ordered any photo to print. I am very interested to work with. About me : I having 5+ years Mobile app (Android and iOS) development experiences.
