Homepage for uploading pictures

I need a website where people from all over the world can upload their own pictures. The aim of the website should be similar to that website: [login to view URL] BUT: i dont want just a simple where people can only upload pictures. There should be more features like Rating the pictures, making comments, sending messages to each other, etc. In addition there should be two types of accounts: a basic (free) account and an upgraded account where people can design their pictures such like giving the pictures an own frames and other features. To upgrade the account, people buy individual features by buying a packet of credit points. Each feauture costs a certain amount of credit points. The packet of credit points has to be bought by Paypal.
