VB routine to change XP folder security

I need a routine written in Visual basic 6.0 that will change the permission of a given folder. See the attached image to see exactly whaty part I mean.
In Windows XP when you right-click on a folder, you can select Security And Sharing. On the window that appears, there is a checkbox called Share this folder on the network. I need that checkbox to be checked. It can be through API calls, registry, etc.
What this will do is give limited users in Windows XP permission to create text files with my program in the given folder. Right now a limited user can only write to the drive in their assigned folder under My Documents. I want text files created in the software path.
DO NOT BID for this unless you have already tried how to do this in VB and see it works. If you have a compiled demo to send, you will be selected faster. It must be in VB 6.0 only. More work can follow if you can do this as needed.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
