Convert site to Joomla, Add Cart, and Payment Integration

We have a site that is written as a custom application. The client is happy with the site design. But want it rewritten in Joomla. We need to create a Joomla site based on the site (including creation of template). Create a shopping cart, that reflects the current site layout. The site should include VirtueMart cart. The site must also accept credit card payments.
You can view the current site on http://www.vinesflorist.com.au. I have attached an offline version of the site using HTTrack. The track copier does not look right, so I have also included a word document will all of the screenshots. The offline version should not be used to copy the code. The cart should fit into the design of the old site.
At the moment there are menu for each type of item in the cart. This feature should be built into the site.
At the moment there is a Flash banners on the site, this should be changed to HTML with some kind of JS to make images rotate.
Site should work on all major browsers.

VirtueMart Installation Guide
1. Go to the Admin panel and click Payment Method Editor
2. Find the eWAY option
3. Click the corresponding 'Active' checkbox, then fill in your eWAY details as prompted
The integration for this cart is provided by a third party module available for download in the Partner Portal.
