PHP website re-code + SEO (with MySQL)

Hi I require someone experienced in PHP and MySQL to be able to re-code my php run webiste. Currently it is located at www dot bebo box dot com (all one word). You can view skins via search, latest skins, random skins or the category section. Users can also create their own accounts and upload their skins to the site. There is an admin section where i can approve skins before they appear on the site. Before approving them i can add a skin rating (/10), keywords and edit any details the user entered. I can also can edit and delete skins. All skins and user info and stored in a MySQL database. The site is a PHP-Nuke modified site. My previous freelancer simply added a new module. The problem i am having is that PHP-Nuke is too buggy and all the PHP database requests for skins uses up a huge amount of server resources and i keep having to upgrade server. I also have some coding problems such as when a skin has an error the page just displays blank so the site must be able to cope with such events. The search also has poor functionality so will need to be re-coded. The solution i want is for someone to re-code the site and make it as optimized as possible with using lowest ammount of server resources possible. I will need you to re-code the creating accounts and uploading, searching and displaying skins. I'll also need the admin section re-created. I would like you to use the same database as all my data is stored in it. please refer to www dot bebo box dot com to see how it currently functions. This site also needs to be fully SEO for better search engine rankings. This involves better titles and dynamic URLS. The new design for the site will be similar to www dot bebo box dot com/beta/ but i will design the rest of the site, you just need to implement the specifictions described above. The current site is in PHP, but please feel free to use any other language you see is better. I will provide user and admin account logins for the winning bidder to see how the site functions.
