Needing a simple Android app to work with Twilio API

I need an Android app. While over time we would be adding more features, we are only having one feature added at this time.
I would want a dialer type application, that can integrate with the phone contacts, to place a call to myself and to the number I dialed.
For example: My phone number I am using to dial 'out' with is 565.565.1234 (this could be a setting option or it could be retrieved directly from the phone) and I am calling in the app 565.565.2233. I would first receive a call to me (565.565.1234). Then a call would be placed to the number I'm calling (565.565.2233).
This would need to use the Twilio API and the calls themselves should not use any data.
