Creating an app for picking up trash

I would like to create a mobile app that will encourage people to pick up garbage from nature. The idea is "Pick 5". It should be a network app, where each user should be able to log each day they pick garbage. Picking 5 items generates the optimal score for a day for a solo user. The trash should be documented with a single photo. The network is open, so that each user can see who has picked up trash, either by searching for a name or just an area. There should be a poll on top "trash-pickers" in each area. Each trash-item has a weight on an average of 35 grams, so on each user profile there should be a post where it says how much is picked in total weight and items. Members should be able to invite other members and create teams. Members can then participate in teams and as solo. As solo 5 items gives the maximum points, but as a team there is one point per item. So solo the idea is to do it everyday, but as a team the amount matters.. The users should be divided into which area you belong to, so that the top team in for example a country could be generated in a list.. Also the top solo members in an area should be generated in a list. The design has to be simple and intuitive. The app is of course free to use and I have no intention on making any money out of it. I would like a close cooperation in developing the app in regards to layouts and so on. I also need administrator rights in the app when in use.. If the budget is to big or so small please let me know.
