Global Rights Compliance’s (‘GRC’) ‘Basic Investigative Standards for First Responders to
International Crimes’ (‘BIS’) identify basic principles and international standards for collecting, preserving and handling evidence relating to violations of international humanitarian law (‘IHL’) that may be utilised by future courts, including the International Criminal Court (‘ICC’). These “BIS” which have been compiled into a manual must now be developed into a mobile App. Whilst the BIS is currently utilised widely by first responders, including in war affected areas in Ukraine and Syria, its current paper format renders it less accessible to others.

What we do?
As human rights activists around the world demand accountability for crimes committed during conflict, and as professional investigators are unwilling or unable to act, they are forced to act as de facto investigators (first responders) to collect information for domestic and international courts or accountability mechanisms. Without their early and careful intervention, the information will likely be lost, destroyed or otherwise damaged or rendered inadmissible with serious consequences for accountability and justice.
What we need?
We need to transform the BIS into a user-friendly and free mobile app that can be accessed by first responders on the ground in any place in the world. By providing free and accessible expert advice on IHL/ICL investigations, it has the potential to enable the work of thousands of human rights activists around the globe. Anyone with a phone will be able to access the basic guidance required to collate & collect information and evidence.
Primary function of app: “Basic Investigative Standards” (BIS) Manual
Essentially the “BIS” is a chapter & section manual that we would like transformed into a searchable app – so that chapters and sections are easily found and searched. (In English, for Android Operating Systems). We would like the chapters and sections to be laid out in a format which allows to easily navigate through a main menu, all of the chapters and sections… a “flowing” format. We leave it to the developer to apply an easy solution to the navigating of chapters and sections so long as it is simple, easy to use and searchable.
We are looking for innovative designs and ideas on how to make this come to fruition. We require a rough quote for time and funds needed to complete this project and a rough action plan on how to proceed with this app by 15:00 CET (The Hague, Netherlands time).
