Android app to scan, OCR and query local spreadsheet/database

Hi there. I am an inventor and need to build a simple "proof of concept" as fast as possible to help me explain the idea to investors. I do not want endless skype chat and I can not afford to play with time wasters. If you promise to do the work and we agree on the conditions, i just want you to do the job. Also, I will not pay anything up front. When the job is finished, I want you to take a short video of it working, then I will pay the full amount before you send the file. I do not want the app online or for distribution so it doesn't need to be "pretty" or even easy to use - it just needs to prove a concept and I need it quickly! Here is what I need: 1. An app that can be installed on an android phone or tablet locally 2. It does not need to look nice or even finished. Just functional. 3. There should be a "Set-up" button and a "Check ID" button on the start up screen 4. When the user presses the "Set-up" button, the user should be prompted to take a photo of an ID card, then "colour in" each discrete area of text with a finger and then be prompted to associate each area with one of the fields detailed below. 5. When finished set up, the user should press a "Done" button and the app should "remember" which area of the ID card relates to which field. 6. When the "Check ID" button is pressed, the user should be prompted to scan an ID card. It should then do an OCR of each field then query a local database/spreadsheet based on the data it has (or I can supply a link to a sample online spreadsheet/SQL table if that is easier). 7. If it matches First Name AND Last Name AND Date of Birth AND the record has "Statewide" in the [Region] field, the screen should turn bright RED until touched, at which time should return to the start-up screen. 8. If it matches First Name AND Last Name AND Date of Birth and the record has "Local" in the [Region] field, the screen should turn bright ORANGE until touched, at which time should return to the start-up screen. 9. If it does not match all those fields, the screen should go bright green. Database/Spreadsheet fields: First name - text, required Middle name - text, not required Last name - text, required Address - numbers, "/" and text, required Suburb - text, required State - text, required Postcode - 4 numbers, required Date of Birth - DD Mon YYYY - eg 17 Feb 1972 format, required Doc number - text and numbers, required Region (this field is not read from the Card - it is just read only when the card is scanned and matched) - text only There should also be some way to add, delete and edit the data in the local database/spreadsheet if you don't want to use an online sql table. If that is not clear, please send me specific questions, however please don't waste time. This is not a big project - just a very simple proof of concept that I need in very big hurry. Thank you. PS.
