Hi, this is Javier, according to what you mention, I assume you didnt move the attributes manually, you used a third party service to migrate OR thru a sql query. Based on my experience, you have created the attribute sets in a non proper way (most of the migration services create an attribute sets that doesn't match with M2 default attributes), which is causing them not working. BEFORE to tell you if this can be fixed, I NEED TO KNOW which service have you used to perform the migration. I think migration not done correctly. If need, I'll re-migrate on fresh magento installation. Or If project already delay, I'll check & fix current attributes.
