Made an simple user upload download website for file conversion

Hello, I'm looking for a website builder that can made a simple website where it's possible to do the next job running on a Linux (raspberry pi): Part 1: Upload a file and give the next parameters with a form that must be write in a db - mail address (or mail address and password like to discus about this point) - Display name - file format (HiTrack or JSON) - Start date - Sort activity (Walk,Run,Cycle,Swim_Pool,Swim_Open_Water or default) Next part on this page is and send button to save the file local at the raspi in a folder that is connected to the filled parameters like a unique ref. Number. (example /home/pi/Converter/upload/name_date_time/) Then when it's saved there must be showed a sort of finish page where is give some info that the upload is done and when the conversion is done a mail is sent. Part 2: Website start local a Python script where the given parameters is part of the command to run. This Python script convert the file to another file that is stored in a sub folder. (example /home/pi/Converter/upload/name_date_time/output) Part 3: Website sends a mail with the content of the sub folder ready for download. Or something with an in log where the user can download the files for them self. This part of the site is for a local private running group where we used all the same running watch.
