Lawsuit in the United Kingdom

I need a lawyer in the UK to represent me as well as give me legal advice. I live in the United States. I hired an individual from the UK to design me a website for $3000 and paid half upfront. It has now been 7 months since I paid and the website has yet to be delivered to me. The designer has been ignoring me and lying to me and has even ignored me for up to 45 days at a time. However, I agreed before he started my project to a 50% non refundable deposit to the $3000. This entire time my "web designer" didn't even have the blueprint of the website and not even the brief summary of the website. He had lost both. I had resent them and he said there were differences between the two. He waited 5 MONTHS after I paid to tell me he didn't have the files. I have proof of all of this. Then after this he sent me a report of the differences between the full blueprint, and the brief summary. Since he quoted me on the summary. & Said it would cost roughly $1500-$2000 more dollars on top of the 3K to deliver everything in the full blueprint. I was naive and believed him. Sent more money and now haven't heard from him or recieved a single file 2 months later. However I did not agree to anything regarding the full blueprint being designed. I only agreed to the 50% non-refundable deposit towards the brief summary which he says he originally quoted me on. Either way he ignored me and didn't deliver what I paid for in any way shape or form. So aren't I legally able to get my money back in court? I have lots of proof of this man lying and ignoring me. I am from the United States so I need representation in the UK.
