Set up a high availability cluster using EKS AWS and deploy a microservice application

I have been managing Kubernetes for past 2 years, we are running production workload on it. Have worked with multiple projects for installation and configuration of cluster. Question, if you just need to test the functionality, why can’t you build your own cluster in amazon with kops.
