Seat arrangement of a set of guests at a set of tables algorithm

Task: Groups of researchers organise a dinner. The group's social secretary is going to make all of the arrangements. Unfortunately, certain members of the project have distinct preferences about who they would and would not like to sit near, which complicates her job. She is willing to accept bribes in order to guarantee preference in the case of conflicts of interest.
