Build a custom windows software

Hi. I need a custom Windows Software, that can run via local network on multiple computers with a single database. The software will be used for Event registration. So it consists of: 1) Backend: Batch upload of Participants information, Individual Ad-hoc Creation of Participant information, Search for participant, Export existing list of participant (plus attendance and prize information). One event can have up to 2000-5000 participants. We might have 2-3 backend PCs running at the same time. Sample Data Field are as follows: <Participant ID> <Participant Barcode> <Participant Name> <Participant Dept> <Participant Photo (filepath)> <Participant Table> <Participant Tel> <Participant Email> <Participant Attendance> <Participant Lucky Draw> 2) Self-Service Frontend: A kiosk where participant can scan their ID using barcode scanner, and the screen will display their information and record in the database as Attendance Present and time log. We will have up to 5 Self-Service PC operating at the same time. So once the participant scan his/her ID at the barcode scanner into the software, the software should search the database and perform the following: (a) If barcode ID is found, display: Welcome <Participant Name>! Please proceed to <Participant Table>. (b) If barcode ID not found, display: Sorry! Record not found. Please approach the staff for assistance. Software will auto return back to main scanning screen after 5 seconds, and a button be provided to return to Main Page. 3) Lucky Draw Frontend: A separate function for lucky draw, where we press start, and the screen will start rolling all the participants on the screen, and when we stop, it will randomly pick a participant out. When this participant is picked out, the backend database should record it as Lucky Draw Prize Won, and this participant will not be drawn again. One event can draw up to 100-200 prizes. The software should allow for me to change the background image myself, as well as change the event logo too. Do let me know if this is possible. And the cost and lead-time. Thanks. :)
