Website / Platform Development Needed

Don't apply if you are India, Pakistan and China. I am seeking a website developer that has experience building platforms. I have a front end design ready although I may have additional changes to this. I want to create something very similar to this but for my industry. I am looking for someone with experience and time to complete this job quickly. I would prefer it to be in Wordpress so i can manage it, but am open to other ideas. The platform will be: - A worldwide directory with ability to search based on location (auto-geo preferred). Levels of info based on level contractor signs up at: Limited (FREE) to all the bells and whistles (Premium Level) - A bidding platform (secure and private bids) - Ability to accept subscription payments from the contractor and ability to buy credits for the end user (1 credit per project). Easy payment gateway a must. -Responsive with ability to become an app in the future - email notification functions - resources section for content - design to incorporate advertising throughout the site. - Ability to have admin (me) manually add contractors at the free/basic level and have a "CLAIM LISTING" feature for someone to easily sign up and pay. - Much more, but need to get this going ASAP
