I want a directory plugin (alumni) for a club

I need for my client, a club, a directory with two type of pages. One general home page with photo of all alumni and a private page for each member. There are some publication rights specifications ( for example a two step workflow before publication). As the site is online and not done by me, I think the best is to make plugin for it so it can be tested and checked separately. I need also have to know a way to integrate members ( excel file for example and photos for about 300 individuals). It should be done in two steps: a mock-up to be validated and final development.
