Build A Website App for energy efficiency in Chile for a Bidding process in Chile (needs a budget)

Dear community, we are presenting an offer to the Chilean government, for a consulting process on energy efficiency and second to build a site for energy efficiency measures, focused for SME (small and medium enterprises) and the financial sector. Therefore, unless we win, we dont have yet the contract. There is no indication about the prog language to be used, and the site will have to be installed at the end on the server indicated by them. We need a company or a chief responsible with at least 10 years or more of experience, developing web app platforms. Some features of the site and users: Users: -Financial entities -Equipment providers -owners of SME -Engineerings doing project proposal of EE to be financed Funcionalities: -Register the previous users -REgister equipment from providers -Register projects of EE that can involve the previous projects: this means inputs such as investment, energy prices, other data that would help to calculate the energy savings and the economics behind. -Register data from the SME company that can be used by the financial institutions. -Calculate energy savings and co2 emissions reductions from the projects, under our guidance. Excel sheets will be provided with the equations and data input required. Is there a way to have a system to create equations and mantain those, to create custom ways to add calculations in the future? (extra characteristic to be discussed) -Calculate the IRR, VAN and other financial indicators for the projects. Excel sheets will be provided with the equations and data required. -Register requirement of loan and percentage of finance required, conditions, etc. Reporting: -Reporting for the SME and consultant engineers in terms of the project presentation to financial institutions -Reporting for the financial institutions with the projects that needs financial -reporting for the ministry with the level of activity of the page, demands of financing, etc, agregated stats about emissions, energy from the projects, a quantity of providers, etc. Please send us a budget approach, CV referals and similar examples, that involve equations and inputs, in a web site.
