Build a betting website! No bots! Manually deposit/withdrawal

Hey! I'm looking for someone to build and create a whole website for me. There is a bit of work but I'm just going to see if this is something someone can do for me! Okay so I want a clean and stylish start page. There will be a18 y/o warning and a proceed button on it and some information in the bottom page. So what functions do I want? *Chat *Accounts / must log in to play signup information: *Age *Phone Number *Paypal email *First & Last Name *account balance system *Random spinning or rolling 50%-50% animation (the player that creates a game can type in their max balance or lower. The other person that joins will be putting the same amount into the pot, so its 50-50 chance between the two players. It will also show what number it rolled on, so from 0.00 to 100) The first player will choose between 50-100 or 0-50. *Show which player that is in the round and winning message or losing message. Animation with red and blue colors. Red for 0-50 & blue for 50.01-100 *on the main page there will be joinable or ongoing games that everyone can choose to watch or join, there will also be a create button to create a game. The deposit should be through phone number (a service called swish in Sweden) and PayPal email. The admins will handle the balance so no bot for that. Only a message once depositing that shows the PayPal email and phone number. The user will type in the number of coins to deposit and it will show what it's worth in real money. Also, a link for the depositing to see if its pending or completed by Admin. On the withdrawal, the user will be able to choose some or all of the coins to withdraw and then see how much the coins are worth in real money. Then it will create a link with the users request to watch if the withdrawal request is pending or completed by an Admin So what will the users be able to check on their account page? *total winnings/losses *display last 10 game stats *show how many games that have been played *log deposits & withdrawals Would you be able to code a website like this?
